The winner of the party leadership race, who will be announced on September 5th, is due to automatically become UK prime minister.。农村集体资金、资产、资源，是乡村的“家底”，如何管好这本账，守护好集体的“钱袋子”？为深化农村集体“三资”监管和基层“小微权力”运行，临平区纪委监委联合区农业农村局，在全省先行先试村级资产资源“一资一码”，通过采用二维码赋码登记，实现对村级资产资源可视化、智慧化、立体化的动态高效监管。“我们对全区2.3万余件在册固定资产进行了清点、核对、拍照、调账，现在全区村社集体资产资源都有了专属‘二维码’，真正摸清了家底，做到了产权明晰、责任明确、账实相符。”临平区农业农村局农村经济经营服务站站长郑文娜说，全区村级资产资源建立“一图一码一档案”，推动村权“云监督”。在她看来，有了这个平台后，农村集体“三资”管理实现了从“被动应对”向“主动治理”转变。为方便群众监督，这些“二维码”还被张贴在各村社室内固定资产、室外建筑和土地醒目位置，群众只需扫码，集体资产状态、价值、流转、出租、处置、招标、资产保管员等信息都一目了然，有效压缩了违规用权空间，提升了基层监督质效。“家底”摸清之后，“家当”怎么管、如何用，成为治理的关键。临平区纪委监委党风政风监督室副主任曹华杰说，临平区纪委监委联合区农业农村局紧盯“码后”资金流转数据，开发风险预警模型26个。“区农业农村局对资产信息异常、租金到期、资产闲置等风险自动识别、推送短信提醒。区纪委监委通过大数据监督，及时发现处置红色预警，查处违纪违法问题，推动问题系统整改。
